The phrase “a cup of Joe” is commonly linked to Josephus “Joe” Daniels, U.S. Secretary of the Navy in 1914, who issued General Order 99—banning alcohol aboard Navy ships. With grog gone, coffee became the strongest drink sailors were allowed. It was poured constantly, relied on heavily, and soon ordered simply as “Joe.”
